Overview

 

You will be responsible for leading the Singapore branch's compliance risk management program and for ensuring that Singapore Branch has risk-based policies, procedures and controls, designed to ensure compliance with all applicable laws, regulations, policies and applicable guidance of local regulators, ensuring alignment with ISP Head Office (HO) requirements and standards. You will hold the role of Anti-Money Laundering and Counter-Terrorism Financing (AML/CTF compliance officer) and also the Money Laundering Reporting Officer (MLRO) of the branch. You will  act as primary point of contact for ISP HO in regulatory compliance and AFC matters with Singaporean regulatory authorities.

What you’ll be doing

 

The main activities will be:

  • Ensuring adherence to applicable Branch policy, procedures and guidelines. Assessing, monitoring and overseeing the management of risk associated with money laundering, terrorist finance, breach of embargoes and bribery and corruption.
  • Ensuring alignment with regulatory obligations through the identification and interpretation of the external regulations and the assessment of the impact of the applicable laws on the Branch processes and procedures.
  • Proposing operational, organisational and procedural amendments aimed at ensuring adequate control of the risks.
  • Producing the Branch Annual Risk Assessment elements for regulatory compliance related contexts (e.g. investment services, outsourcing), money laundering, terrorist financing and financial sanctions. Assessing inherent risks, control efficacy, residual risk and recommend appropriate mitigation actions.
  • Ensuring the adoption and implementation of the direction provided by the Parent Company with regard to risk-management policies, processes and procedures with respect to AFC matters.
  • Liaising with the Supervisory Authorities to stay up to date on the legislative framework and operating in compliance with regulations in force with regard to the Branch business model.
  • Operating an oversight program to ensure adherence to local regulatory requirements for money laundering, terrorist financing, financial sanctions and anti- bribery and corruptions.
  • Authorising the opening and maintaining of existing relationships with PEPs, high risk customers, Financial Institutions and appropriately manage customers who are found to be included in the Sanctions Lists.
  • Assessing and facilitating new product approval and services to be marketed and/or significant changes to existing ones.
  • Assessing the compliance of corporate transactions identified as sensitive for the purpose of embargoes and those that involve countries, product categories, or parties subject to sanctions and/or C19restrictive measures.
  • Complete ad hoc tasks as reasonably requested by Head Office.

Who we are looking for

  • Minimum eight years of experience in Compliance & AFC in banks/financial institutions/local regulators;
  • Strong knowledge and experience in managing local Regulatory Compliance and AFC requirements;
  • Extensive experience in conducting risk assessments;
  • Extensive experience in conducting second level controls on Regulatory Compliance and AFC matters;
  • Extensive experience in providing training initiative aimed at spreading the culture within the Bank;
  • Extensive experience in the definition and management of processes, measures and controls on KYC/CDD , , AML Transaction Monitoring and Financial Sanctions name screening and payment filtering matters within the Bank;
  • Extensive experience in setting up the MIS for risk monitoring and the periodic reporting/information flows towards the top management (e.g., Corporate Bodies, BoD, Management Committee, Compliance Committee, Head Office, etc.)
  • Experience in an international Banking Group is an advantage;
  • University degree in law, finance and/or economics;
  • English native speaker, Italian is an advantage;
  • Deep understanding and good knowledge of the Singapore regulatory environment and expectations both on Regulatory Compliance and Anti Financial Crime (i.e., AML/CFT, Financial Sanctions and Anti Bribery and Corruption) and local and international requirements and standards;
  • Good knowledge of the main relevant banking products offered to corporate customers, including trade finance products, the financial institutions and correspondent banking sector / products, the potential Compliance/AFC risks associated and the related mitigating measures;
  • Familiarity with various corporate customer structures (e.g., Funds, Trusts, SPVs., etc) is an advantage;
  • Comprehensive understanding of typical financial institutions’ policies and procedures in place to ensure compliance with applicable regulation;
  • Ability to strictly monitor the regulatory evolution (local and international), perform the gap analysis and define the necessary adaptation plan involving the business units of the Bank;
  • Deep understanding of the Corporate and Investment Banking business and Banking Corporate customer products;
  • Professional certificate (e.g., ACAMS) is an advantage.
