Scope and Purpose
The Branch Compliance and AML Officer supports the ISP Singapore Branch in developing and sustaining a strong and consistent culture of statutory, regulatory and ethical compliance, and ensures the effective management and ongoing monitoring of the Branch's overall Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) program and internal controls to meet the Monetary Authority of Singapore (MAS) and Group requirements.
• Adherence to Regulatory Requirements: Ensures full compliance with all relevant Singaporean laws and regulations, such as the Banking Act, the Securities and Futures Act, and all notices, circulars, and guidelines issued by the MAS.
• Internal Policies and Procedures: Ensure that the Branch's internal policies and operating procedures are relevant, effective, and fully aligned with both regulatory requirements and head office guidelines.
• AML and CFT Compliance: Overseeing activities related to the prevention and detection of money laundering and terrorist financing, ensuring the Branch observes applicable regulations and maintains appropriate systems and controls and timely review of KYCs.
• Risk Management and Controls: Ensure the assessment of compliance risks, and the ongoing monitoring and testing of control effectiveness.
• Reporting: Ensure timely and accurate submission of all required regulatory reports to Head Office, and to the MAS.
• Monitoring and Screening: Manage the operation and enhancement of AML systems, including transaction monitoring and name/sanctions screening platforms, and conducting reviews of alerts generated by these systems.
• Auditing and Testing: Coordinate internal/external audits and compliance testing activities to independently assess the effectiveness of the Compliance and AML program and internal controls, and tracking the resolution of any findings.
• Staff Training and Awareness: Ensure that all Branch personnel are adequately trained on regulatory requirements, internal policies, and their individual responsibilities in maintaining compliance.
• Advisory and Guidance: Serve as a subject matter expert, providing timely and quality advice to management and business units on compliance, regulatory, and policy matters.
Required Experience
5 years or above of compliance advisory / AFC experience in banks or financial institutions or local regulators are required
Required Qualifications, Skills and Knowledge
- Bachelor degree in law, accounting, finance and economics or related
- Solid skills in conducting compliance and AFC risk assessments
- Strong knowledge in managing local regulatory requirements, and advisory skills on Financial Crime compliance matters
- Knowledge of financial institutions, correspondent banking and trade finance products and services
- Deep understanding of MAS Notices, Banking Act and the Securities and Futures Act
- Ability to synthetize large volume of information and identify key issues, and to produce high quality work within challenging deadlines
- Ability to research laws and regulations and provide advice on the applicability within a given environment
