NY - Head of Transaction Monitoring and Filtering

Scope and Purpose

BSA/AML Responsibilities     
•    Oversee the strategic direction of the BSA/AML Unit;
•    Act as Subject Matter Expert for inquiries from the business;
•    Responsible for reviewing, revising, updating, and presenting for approval to the ISPNY CCO & AML/OFAC Officer applicable BSA/AML manual, policies, and procedures; 
•    Review the data gathered by the BSA/AML Investigators for the ISPNY Compliance Committee or other management reporting documentation;
•    Oversee the Head of the FIU, who oversees the BSA/AML Investigators and Analysts and their day to day Business as Usual ("BAU") activities; 
•    Oversee the review and investigations of all unusual or suspicious activity identified by the Head of FIU through their internal transaction monitoring system patterns/profiles alerts or referred by other entities of ISPNY;
•    Make an assessment(s) and determination with the CCO & BSA/AML/OFAC Officer as to whether it is necessary for a Suspicious Activity Report ("SAR") to be filed;
•    Oversee Head of FIU in filing and approving SARs, where appropriate;
•    Act as a second level review for the new activity on prior SAR suspects bi-weekly report;
•    Oversee the Service Level Agreement ("SLA") for filing SARs on continuing activity;
•    Oversee AML post payment patterning profiles for the AML monitoring system created and proposed by BSA/AML Analysts;
•    Oversee and review the "AML Suppression" list updated by the Head of FIU and send to the CCO & BSAAML/OFAC Officer for final review/approval; 
•    Certifications to assist the Letter of Credit Department meeting BSA/AML requirements;
•    Oversee review for Head of FIU for FinCEN's 314(a) requests, confirm any matches with the CCO & BSA/AML/OFAC Officer, maintain the supporting information and report them to FinCEN as appropriate and
•    Oversee reviews provided by Head of FIU for all FINCEN list requests for possible hits on ISPNY's customer list and historical transactions.  

Sanctions (OFAC) Responsibilities 
•    Oversee day to day BAU for STFL Sanctions Trade Finance lending (STFL) team Investigators and Analysts;
•    Oversee the strategic direction of the OFAC Unit;
•    Act as Subject Matter Expert for inquiries from the business;
•    Responsible for reviewing, revising, updating, and presenting for approval to the CCO & AML/OFAC Officer the OFAC manual, policies, and procedures; 
•    Oversee and ensure STFL Investigators research and clear all possible OFAC/Sanction filter matches forwarded by the Operations Department; 
•    Oversee STFL Investigators in preparing correspondence to OFAC to inform them of rejected and blocked transactions discovered by the Branch within notification timeframes. Ensure the OFAC tracking logs are updated by STFL Investigator and the resulting process is completed;
 

Required Experience

Overall
•    Minimum 8-10 years experience in banking Compliance, Legal or other control related function in the financial services industry.
•    Strong knowledge of banking business and product/services in US Branches of Foreign banks.
•    Prior management experience.
•    Experience working at a financial institution with a foreign parent preferred. 
•    Hands-on experience in drafting and updating Policies and Procedures. 


BSA/AML
•    Previous BSA/AML experience, at least 6 years preferred.
•    Strong knowledge of Front and Back Office systems.
•    Familiar with compliance tools and applications 
•    Knowledge of AML risk management and AML risks with respect to business lines, geographies, client types, products, services and transactions. 

OFAC
•    Previous OFAC (Sanctions) experience.
•    Familiar with application of OFAC Sanctions programs in the wholesale banking industry.
•    Experience with OFAC Sanctions list screening applications

•    Strong computer knowledge; Proficiency with PowerPoint, Excel, Visio and Word is essential.  Familiarity with SharePoint will be helpful
•    Experience with internal control functions
